Inmate Finances
Upon incarceration, all cash in an inmate’s possession will be deposited into an account specifically for each inmate. Any other items that may hold a monetary value, such as debit cards, credit cards, personal checks, etc. will be placed in the inmate’s personal property.
The money that is deposited can be used to purchase commissary, make phone calls and cover fees that are deducted by the facility for expenses such as the daily housing fee, medical charges, etc. Money on the account can also be released to an outside friend or family member by request of the inmate, through the completion of a funds release form.
Once an inmate is released from the facility, any balance remaining will be returned to the inmate in the form of a check through Inmate Accounts. This check can be picked up during normal business hours (listed below) or the inmate can choose to have the funds mailed to an address of their choice. If an inmate is released outside of normal business hours, the inmate can return to the facility to collect the check during business hours. To pick up a check from Inmate Accounts, you will need a Photo ID. This is to ensure that funds are being released to the proper individual.
Release of funds checks (checks an inmate has released to a friend/family member) and Release Checks may be picked up during the following hours:

Depositing Funds on an Inmate Account:
The facility has multiple methods that allow for family and friends to deposit money on an inmate’s account. Cash can only be collected upon initial intake and through the kiosk. No personal checks will be accepted.
The following are methods that we have available:
Inmate Banker Kiosk:
The facility has two (2) Inmate Banker Kiosks in the lobby of the Main Facility. These kiosks are available 24 hours a day, 7 days a week. Cash or Cards are accepted forms of payment on these machines.
These machines will allow you to add money specifically to a phone number for calls or to the inmate’s commissary account where it can be utilized for phone calls, canteen purchases, facility charges, etc. Please note, money that is placed on a phone number cannot be transferred to the commissary account.
Mailed in Money Order:
Money orders that are mailed through the U.S. Postal Service are accepted as a method of adding money to an inmate’s account. The money order must have the full first and last name of the sender, as well as a complete address. The full name of the inmate that the money order is for must also be present on the money order. All money orders can be mailed to the following address:
Inmate Name
141 Fort Collier Road
Winchester, Virginia 22603
All money orders that are received through the mail will be deposited on the inmate’s commissary account.
Online:
Money can be deposited onto an inmate’s account online through the website, connectnetwork.com.
When looking up the facility on this website, it will be listed as NW Regional VA – Adult Detention and the site ID is 7.
Through this site you can add money to the inmate’s phone account or commissary account. Money added to the inmate’s commissary account can be utilized for phone calls, canteen purchases, facility charges, etc. Please note, money that is placed on the phone account cannot be transferred to the commissary account.
Adding Money to the Tablet:
The facility currently has tablets for the inmates to utilize. While access to some of the tablet’s features are free, there are additional features that can be utilized at an expense. This includes games, movies, music, video visits, phone calls, messaging, etc.
To add money to this account, visit gettingout.com.
Money can only be added to the tablets online.
Money that is added to the tablet account can only be used on the tablet and with its features.
Canteen/Commissary:
Inmates who have funds in their account have to opportunity to order hygiene, food, clothing and other items for personal use. Money for inmates to use for these purchases can be placed on their account though any of the means listed above. A price list for the available canteen that can be purchased is in the link below.
